Diplôme UE - Nationalité hors UE

Hi I was wondering if anyone could help advise where to obtain the file list for Those who completed an EU diploma and specialty without any EU rights / nationality.

I haven't worked in France yet, however I am fluent in french.

I just can't find the details of what to provide and if there is an application form to submit my documents with.

I've emailed the CNG contact person, however I don't expect a response.
